INCOSE Issues Request for Services for Certification PM

To continue the growth and advancement of the Certified Systems Engineering Professional program, INCOSE is seeking qualified candidates for a contract position as Program Manager of the Professional Certification Office. This announcement is open to INCOSE members and non-members who satisfy the criteria listed below.  Although INCOSE membership is not required to apply, preference will be given to existing INCOSE members.  All applicants must submit a resume and brief description of their qualifications to be considered for this position.  All applications are to be submitted to INCOSE Professional Certification Office, attention: Shirley Bishop. The deadline for application has been extended to 15 April 2006.
 
The contract will be issued for a two year period of performance. The location of performance is open. Compensation will be negotiated with qualified candidates.
 
The Certification Program Manager reports to the INCOSE Certification Advisory Group (CAG) and is responsible to:
  • Establish and manage a professional certification program office for implementing the INCOSE Certified System Engineering Professional (CSEP) Program.  This program office should be part of a business which can furnish office staff, facilities, and equipment, pay compensation of professional services, etc., in accordance with the INCOSE authorized and approved Professional Certification Office policies and budget.
  • Prepare a Professional Certification Office annual budget for submission to the INCOSE Board of Directors
  • Ensure satisfactory interfaces and services to all clients of the CSEP Program
  • Manage the assessment of applicant’s professional experience and educational by Certification Applicant Reviewers (CARs)
  • Conduct efforts to publicize and market the INCOSE CSEP Program
  • Monitor, measure, and report on the certification process, including its’ effectiveness
  • Maintain records of all certification activities
  • Manage the re-certification process
  • Provide periodic status reports to the Board of Directors and CAG on the CSEP program
  • Support the INCOSE Corporate Advisory Group (CAG) leadership on CEP strategic issues and initiatives
  • Communicate program changes and developments with potential applicants, interested organizations and current CSEPs
  • Monitor the administration of the program by Administrative Support
Minimum Qualifications:  Candidates must have a bachelor's degree in engineering or the equivalent, good communications and interpersonal skills, and meet the professional engineering and project management experience outlined below which has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of this position.
Selective Factors:   Qualified candidates must have:
  • A minimum of 10 years of experience in Project/Program management including managing the technical and administrative activities of personnel.
  • A minimum of an additional 10 years of technical experience in product development and support, preferably in applying systems engineering processes and procedures.
  • Demonstrated ability to consistently produce timely results using both paid and volunteer staff.
  • Membership in INCOSE is desired and will be required upon appointment to the position.
  • Marketing experience is desired.
  • Certification as a Systems Engineering Professional is desired.
Other Qualification Requirements:
1.  Leadership:  Ability to balance long term view of the program and INCOSE with short term requirements to improve customer service and program performance within a professional organizational framework.   Recognizes opportunities to advance and grow the CSEP program globally and across non-traditional System Engineering domains and promotes appropriate supporting concepts and ideas.   Develops and implements initiatives that advance and strengthen the value and stature of CSEP program and INCOSE. Always acts in an ethical manner, and fully supports the INCOSE ethics guidelines.
2. Achieving Results:  Can be relied upon to ensure that projects within areas of specific responsibility are completed in a timely manner and within budget; to monitor and evaluate plans; to produce successful results and measure attainment of outcomes.
3. Responsiveness/communications:  Fosters open communications and the exchange of ideas and knowledge.  Able to explain, advocate, and present facts and ideas in a convincing manner, and to negotiate between individuals and groups internally and externally.  Develops an expansive professional network with other organizations, and identifies the internal and external constraints and sensitivities that impact the work of the INCOSE Professional Certification Program Office.  Operates with consistency, dignity, and professionalism at all times.
