Abstract:
A leading indicator is a measure for evaluating the effectiveness of how a specific activity is applied on a project in a manner that provides information about impacts that are likely to affect the system performance objectives. Leading indicators support the effective management of systems engineering by providing visibility into expected project performance and potential future states. This webinar will review the guidance that was developed for a set of systems engineering (SE) indicators that are focused on providing early insight in the effectiveness of the SE process implementation. The guidance has been developed by a collaborative industry team (including International Council on Systems Engineering (INCOSE), Practical Software and Systems Measurement (PSM), the Lean Advancement Initiative (LAI), USC, MIT, DoD, NDIA, the SE Research Center (SERC) and industry). The webinar will examine the background and motivations for developing the indicators, the guiding principles, and the validation and usage of the indicators. This overview will also describe recent efforts to further develop and improve the set of indicators and the supporting guidance, including the analysis results from the SERC that identified this set of indicators as part of its recommended solution for SE Effectiveness Measurement.
Biography:
Garry Roedler has worked in Systems Engineering for Lockheed Martin Corporation for 25 years in a career that has spanned most aspects of the full system life cycle and includes engineering leadership roles in both programs and systems engineering business functions. Prior to that Garry taught mathematics at both the secondary and college level.
Garry Roedler is currently the Engineering Outreach Program Manager for Lockheed Martin Corporate Engineering. In this role he is responsible for developing and executing an external outreach strategy for LM involvement in industry associations to ensure effective collaboration and communication with these associations. Prior systems engineering roles include:
• Senior Systems Engineering Program Manager for LM in which he managed corporate councils for SE, Test& Evaluation and Specialty Engineering that focused on engineering practices, training, and improvement.
• Process Manager for a business unit in LM in which he was responsible for strategic planning of technology needs, process technology development and infusion, and process definition and improvement. This included achievement/sustainment of Level 5 CMM/CMMI objectives, including a world first to achieve Level 5 ratings in the SE-CMM
• Various technical leadership roles on programs and proposals, including Technical Lead/Chief SE for proposals, Technical Lead for system installation/demonstration/deployment, Customer Liaison, and System Analysis Manager
Garry holds degrees in mathematics education and mechanical engineering from Temple University. He is one of the first to receive the Expert Systems Engineering Professional (ESEP) certification from INCOSE. Garry is the author of numerous publications and presentations. In addition to receiving the highest level awards within Lockheed Martin for technical excellence, Garry has received the INCOSE Founders Award, various awards from IEEE and ISO, including being selected as a member of the IEEE Golden Core, and various awards from Practical Software and Systems Measurement (PSM).
In addition to his responsibilities within Lockheed Martin, he has maintained leadership roles in various technical and standards organizations, including: US Head of Delegation and Task Group leader for ISO/IEC JTC1/SC7 Working Group 7 (SE and SW process standards); INCOSE Corporate Advisory Board Co-chair and Committees; INCOSE Delaware Valley Chapter co-founder; PSM Steering Group; and IEEE Standards Assoc. Garry has worked on the author teams of several current standards, including project editor of ISO/IEC 15288, Systems Life Cycle Processes.
